Russia Accuses Canada Of Breaching International Legal Obligations By Legalizing Weed
Russia has come out strongly against Canada’s decision to legalize recreational marijuana. The country’s Foreign Ministry termed the move as a gross and deliberate violation by Canada of its international legal obligations.
The rebuke comes after the Canadian lawmakers passed a law regulating production and circulation of marijuana for recreational use. The country became the second country after Uruguay to legalize cannabis. However, it is the first member of the wealthy G-7 to do it. The country plans to implement the new regulations by mid-October.
The Russian Foreign Ministry focused its attention on the fact that Canada has signed a number of international conventions. The conventions require privy nations to restrict the use of cannabis as well as other drugs to only medical and scientific purposes.
Several treaties
The Ministry pointed out three key treaties dealing with narcotics. It mentioned the 1961 Single Convention on Narcotic Drugs, the 1971 Convention of Psychotropic Substances, and the 1988 UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. Canada is said to have endorsed all these treaties.
The document also dictates that international bodies tackling illegal drug trade should not condone using exceptions or flexible interpretation to turn scheduled substances into entertainment. Moscow views the change of policy in Canada as a serious obstacle towards the achievement of a drug-free society.
The ministry’s official statement stated that it expects Canada’s partners in the G-7 to respond to its high-handedness because the alliance has repeatedly declared its adherence to the domination of international law in relations between states.
Some U.S states legalized marijuana
Despite the fact that nine states including the nation’s capital have legalized recreational use of marijuana in the U.S., the country is also a prominent signatory of the conventions. However, the U.S defends itself by claiming that it is abiding by the conventions as cannabis remains completely illegal at the federal level.
President Obama’s administration had instructed federal law enforcement to desist from interfering with lawful marijuana businesses in the legalized states. However, President Trump’s attorney general, Jeff Sessions has instructed otherwise.
The Canadian government argues that by legalizing marijuana it will eliminate street gangs that have been making a kill from the thriving cannabis black market.
